A presentation by RW Bro Bro Sir David Wootton, Assistant Grand Master
Pro Grand Master and brethren, we all have our own view of what we see in masonry. For me, it’s five things:
- We’re all volunteers: none of us have to be masons or do what we do. The magnificent total of £3,100,000 announced at the North Wales Festival on Saturday was all the result of volunteering: voluntary time, voluntary effort, voluntary money;
- What we now call “social inclusion”: bringing together people of different origins, backgrounds, occupations, interests, locations, opinions, faiths; people who would not otherwise meet; in a common activity in which all are fundamentally equal;
- Our purposefulness: when we meet, there’s a purpose, whether it’s a masonic meeting, ritual; or charity or a community project; the best recent example I saw, the Jurassic Coast Youth Adventure organised by Dorset, 200plus children in need from all over the country taken on a week’s healthy activities by the sea. Whatever it is, we want to do it well, and we do;
- The practice of every moral and social virtue: words cited by the Bishop of Worcester, not a mason, at the Provincial Tercentenary Service on Sunday in a sermon that would inspire every mason. Our, if you like, moral code, best illustrated in the Charge to the Initiate, is a huge asset which will play increasingly well with younger generations for whom such things are in short supply;
- The social side: we do do the best parties, don’t we, getting to know each other informally, in friendship, and it works because of the other factors I’ve mentioned.
We all sense a steady move to greater openness: the Sky TV programmes; publicity in the right way for our charity and community activities: the word Freemasons on the London's Air Ambulance; wearing regalia in public: all in the right direction.
Recognising masonry’s good things but sensing that the make-up and profile of our membership – age, number – were going in the wrong direction, the Board of General Purposes – BGP – set up the Membership Focus Group – MFG – under the inspired leadership of Ray Reed to find out what was happening to today’s membership, to assess the likely affect on tomorrow’s and, if we didn’t like that – which we didn’t – to decide what to do.
Deciding what to do is called STRATEGY – YES! The MFG produced, and everyone adopted, Strategy: The Future of Freemasonry 2015-2020, which I know we’ve all read and like.
Thoughts then turned to implementing the Strategy. Ooh, the MFG said, could be difficult – better get someone else to do it, and so was born the Improvement Delivery Group – IDG (I hope you’re keeping up with the jargon, brethren) to Deliver the Improvements which should flow from the work of the MFG.
I was out of the room at the time, so they made me Chairman. Also out of the room was Provincial Grand Master for South Wales and Third Grand Principal Gareth Jones, so we made him Deputy Chairman.
Strategy is no good unless it is accepted, understood and embraced by the membership – remember we’re all volunteers. The IDG had to show it was including Craft and Royal Arch, and all areas of the country, and Head Office. So, in addition to Gareth and me:

To pick up the work of the MFG we formed Working Groups matching the elements of the Strategy. The Strategy talks about effective governance at all levels; a leadership development programme; the attraction and retention of members; and the sustainability of masonic halls. Thus…
Gareth Jones is leading our Governance Group looking at who and what does what, the roles and responsibilities of each office and body, what they and what they’re not, and how we ensure that people understand what their roles and responsibilities are and aren’t, and what is expected of them. From the esteemed Adelphi2 we have lots of lovely statistics which will help show how Provinces and Districts are doing in terms of membership and help them to direct their efforts where they are needed.
Leadership – Michael Ward – aims to equip office-holders for their roles. Workshop sessions for PGMs and Grand Superintendents; workshops for Deputy PGMs and Grand Superintendents; next week the first training session for secretaries. We now have a UGLE training officer, Andrew Kincaid, to devise and roll-out training roles for all different roles. This not about imposing uniformity – you will do it this way – but helping people to see what’s involved and how to do the job well.
Jeff Gillyon’s Masonic Halls Group have published the Masonic Halls Centres of Excellence Guide, now available, best electronically, and those responsible for the management of masonic halls are strongly encouraged to use it: you will find it very useful. It is now in the charge of John Pagella, Grand Superintendent of Works, who has formed a Steering Group to manage the Guidance Manual and keep it up to date. There will be an annual meeting for all Provincial Grand Superintendents of Works.
The five Provinces in Regional Communications Group 1 – North of England – on the initiative of Gordon Brewis, Provincial Grand Superintendent of Works for Durham, have recognised the need for professionally qualified Provincial Grand Superintendents of Works and arranged for them to meet so that the adoption of best practice can be recommended uniformly across them all.
The Guidance Manual is not a book to be read from cover to cover: it is a reference tool, to be consulted as circumstances lead. It is guidance, support and advice: a guide to best practice. It can’t give definitive advice on, for example, legal issues, because so much depends on individual circumstances.
We want our halls and centres to be at the centre of the local community. Maybe we should refer to them as Masonic Community Centres.
Our Membership Group, headed by Peter Taylor, has circulated for comment the Membership Pathway, the product of several years of devoted effort, and parts well piloted in ten Provinces and 110 lodges Its purpose is to help lodges attract and retain the right members in the right place: to show what we need to do to attract the members we want to join us, stay and enjoy the full masonic journey.
Again, it is not a book, you do not read it cover to cover, you look at the parts you want as and when you need to.
The Pathway will be launched at the Provincial and District Rulers’ Forum – PDRF – on 18 October and then rolled out. So no-one should worry that they will be presented with it and then left on their own. Roll-out will be organised for you: to Regions and Provinces from January to March next year, and then to lodges….and there will be a folding leaflet on the front of Freemasonry Today in December.
There is much demand from masons to know more about masonry, its origin, history and meaning. Stuart Hadler’s Education Group is creating an online store of masonic learning materials, readily accessible in a Virtual Learning Environment. It will be tested later this year, introduced to a number of pilot Provinces in the new year, and full roll-out will be in later in 2018. What the group want is more materials to include, so contributions welcome, please.
In parallel to all this continues the excellent progress of the Universities Scheme, of which I am honoured to be the President. Existing and new lodges, and chapters, here and in Districts, recruit among students at universities and equivalent across the country and outside the UK, and do so very successfully. There are still a number of universities in this country not represented in the scheme, and we are addressing that.
I would like to thank all who are involved in the scheme, all volunteers, for all they do, and in particular the Chairmen: the founding Chairman, Oliver Lodge, now moonlighting as the Grand Director of Ceremonies; Edward Lord, current Chairman who retires after eight distinguished years at the Scheme conference in this building on 4th November; and Chairman-Designate Mark Greenburgh, who takes over on that date, and I would ask them to stand and be recognised too.
Many Provinces and Districts have New and Young Masons’ Clubs, with a wide variety of imaginative names, and those that don’t will. These clubs are an excellent way of those newer to masonry getting to know more other newbies, and building essential camaraderie. The clubs are holding their conference on 14 October in Birmingham under Gareth Jones’ leadership.
All this, IDG and others, is about creating our future, which is in our hands and which we are doing. The figures already show that it is working: in many areas there is a discernible shift in the trend of the numbers, and there will be more.
I have illustrated this talk with scenes from the everyday life of an Assistant Grand Master. Here’s the last one. In his sermon at the Durham Tercentenary Service last Thursday – I’m into clergy this morning, brethren – the Dean of Durham, also not a mason, said he saw masonry as a confident, open and engaged fraternity with strong foundational values.

MW Pro Grand Master and brethren, at a dinner party last year the conversation turned to the idea of time travel and, were it to become possible, which period we would like to go back to. I said that, for something I was involved in professionally, I would like to go back to a specific day and location in London to meet and ask questions of a particular group of people and that I would like to bring some of them to our time to see what they had given birth to on that day.
It will not surprise you to learn that the date I selected was St John’s Day in summer, the 24th June, in the year 1717 and the location was the Goose and Gridiron tavern in St Paul’s Churchyard. As we know, on that day representatives of four London lodges came together, elected a Grand Master and Grand Wardens and resolved to “revive” the Annual Feast and Quarterly Communications which it was claimed had fallen into desuetude due to the neglect of Sir Christopher Wren when Grand Master. As we also know today, that resolution was based on a pious fiction as there is no evidence for there having been any Grand Lodge or Grand Master before 1717.
To us, with the benefit of hindsight, the meeting on 24 June 1717 was a momentous and historical event – but put into the context of the time a different picture emerges. One of the problems of dealing with 1717 and the first few years of the Grand Lodge is the lack of hard facts to work with. It was not until 1723 and the appointment of William Cowper, Clerk of the Parliaments, as Secretary to the Grand Lodge that minutes began to be kept. Of the four lodges which came together to elect a Grand Master in 1717 three are still working today – the Lodge of Antiquity, the Royal Somerset House and Inverness Lodge and the Lodge of Fortitude and Old Cumberland – but their early minutes have long been lost so that, with the exception of those elected to the offices of Grand Master and Grand Wardens we have no records of whom their members were in the years 1717–1725, when the Grand Lodge first called for lodges to submit lists of their members, or who attended the meeting on 24 June 1717. What we can deduce from secondary evidence is that the meeting was not a huge assembly. The Goose and Gridiron survived until the 1890s and just before it was demolished an enterprising masonic historian drew sketches of its exterior and measured the room in which the Grand Lodge was formed. The room would have held less than a hundred people who would have had to stand very close to each other to fit into the room!
Our primary source for what happened in those early years is the history of the Craft with which Rev Dr James Anderson prefaced the Rules governing Freemasonry in the second edition of the Book of Constitutions he published on behalf of Grand Lodge in 1738. Because Anderson’s history of the Craft pre-1717 is more than somewhat suspect, some historians have cast doubts on his description of the events in Grand Lodge from 1717–1738. What they forget is that he compiled it on behalf of the Grand Lodge and that it was vetted by a Committee of the Grand Lodge before it went into print. Although writing 20 years after the events of 1717 there would still have been brethren around who were involved in those early years, not least Rev Dr John Theophilus Desaguliers Grand Master in 1719 and Deputy Grand Master in 1722, 1723 and 1725, who would have been very quick to point out any errors of fact in Anderson’s comments on the Grand Lodge.
From Anderson’s account in its first years the Grand Lodge met only for the Annual Assembly and Grand Feast to elect the Grand Master and Grand Wardens. From two other sources we can deduce that the Grand Lodge began to act as a regulatory body in 1720. Both the 1723 and 1738 editions of the Book of Constitutions include a postscript describing the ancient manner of constituting a new lodge as practised by the Grand Master George Payne in 1720. A very rare masonic book entitled “The Book M or Masonry Triumphant” published by a brother Leonard Umphreville in Newcastle upon Tyne in 1736 includes a report of a meeting of Grand Lodge in 1720 in which a Code of Rules for the government of the Craft compiled by the then Grand Master, George Payne, was adopted. The report was followed by the list of 39 Rules, which formed the basis of the Rules printed in the first edition of the Book of Constitutions published in 1723.
Some have questioned why there were no press reports of the event in 1717, but they have been looking at the past with the eyes of the present. In 1717 Freemasonry was largely unknown. The late 17th and 18th centuries were a great age of societies and clubs many of them meeting in taverns and the growing network of fashionable coffee houses in the Cities of London and Westminster. If noticed at all, the formation of Grand Lodge would have been seen as just another society. It was not until the early 1720s when Past Grand Masters George Payne and Dr Desaguliers began to attract members of the nobility and the Royal Society into Freemasonry that the press of the day began to notice Freemasonry, reporting on the initiations of prominent men of the day and the annual Grand Feasts of the Grand Lodge.
It was not until 1723 that the Grand Lodge became fully established as the regulatory body we know today. By that year, in addition to the keeping of minutes of Quarterly Communications and the publication of the first Book of Constitutions, the Grand Lodge had extended its authority outside the Cities of London and Westminster, issuing deputations to constitute lodges in the Provinces and bringing into the fold some independent lodges that had been meeting quietly in the northern provinces. The Rules compiled by Payne in 1720 and published in the Book of Constitutions in 1723 introduced the concept of regularity, stating that no new lodge would be countenanced as regular unless it had been personally constituted by the Grand Master or a brother deputed by the Grand Master to act for him.
At a conference sponsored by our premier lodge of research, Quatuor Coronati Lodge No. 2076, at the Queen’s College, Cambridge, last September two academics gave a paper suggesting that we were celebrating four years too early and casting doubts on the meeting in 1717. Having carefully studied their paper my response is that old fashioned polite English expletive: balderdash! Their thesis seems to boil down to an academic semantic argument as to what constitutes a Grand Lodge. They appear to think that we were not a Grand Lodge until 1721 because there is no evidence for any attempt at regulation before that date. It is beyond doubt that at the meeting on 24 June 1717 Anthony Sayer, Capt John Elliot and Jacob Lamball were, respectively, elected Grand Master and Senior and Junior Grand Wardens – officers of a Grand Lodge. The academics appear to believe that, like Athene springing fully armed from the head of Zeus, for the meeting in 1717 to be accepted as the formation of a Grand Lodge it should have immediately acted as a regulatory body. Life rarely works that way!
In talking of time travel I said I would like to bring back from 1717 some of those involved in the meeting on 24 June. In their wildest imaginings they could not have envisaged what their simple and small meeting would give birth to: a worldwide fraternity of regular Freemasonry spread over the whole world. They would find some things that they would recognise from their practice of Freemasonry but would also find much that was very different. Over the last 300 years Freemasonry has developed and expanded in ways they could not have imagined. What English Freemasonry has demonstrated over the last 300 years is that it is a living organisation capable of changing its outward forms and adapting itself to the society in which it currently exists. It has had a wonderful knack of making those changes without in any way changing those fundamental and inalienable principles and tenets on which Freemasonry was founded and which would certainly be recognised by those who met in 1717. The more I study our ancient Craft the more I am convinced that whatever problems we may face from time to time, provided that we maintain that delicate balance between managed change and not altering our basic principles and tenets, Freemasonry will ride over those problems and future generations will be able to enjoy its fellowship and privileges as we and the many generations that have gone before us have done since that happy day in 1717 on which Grand Lodge was born.

An address by the MW the Pro Grand Master Peter Lowndes
Brethren, as we approach the 24th June 2017, the actual date of our Tercentenary Anniversary, it is very fitting that at this meeting we look back on our history with pride. John Hamill, in his inimitable style, has reminded us of the debt we owe to the Time Immemorial Lodges whose foresight set us on our current path and the Grand Master will be unveiling a plaque recognising this next week. Whilst mentioning the Grand Master it is fitting to remember the debt we owe him and recognise that today is 50 years to the day since he was elected as our Grand Master. How fortunate we have been.
We also congratulate W Bro Cyril McGibbon whose 105th birthday it is today. He still attends every meeting, rather appropriately, of Lodge of Perseverance No. 155 and recently proposed the toast to the ladies at their last ladies’ evening.
On the 18th April we remembered all our brethren who have fallen since 1945 in the service of their country by opening the Masonic Memorial Garden at the National Memorial Arboretum and, a week later, in the presence of the Grand Master, we remembered with pride those of our brethren awarded the Victoria Cross in the First World War in a magnificent ceremony outside the Tower Entrance to Freemasons’ Hall. For those unable to witness that event a DVD has been produced, the proceeds of which will be donated to the VC and GC Association.
And so, as we look back with pride, we must look forward with confidence, recognising that we are a real force for good in society and have so much to contribute to it. The Sky TV programme has given us an amazing platform and viewing figures have been good. The series has been well received and our Provinces are reporting a real upsurge of interest which I know you are capitalising on in order to secure our future. In addition, brethren, I believe it has enabled us to be aware of how important it is to talk openly about our Freemasonry and, perhaps, even how best to do so. For those without Sky TV, a DVD has been produced which is available in the Letchworth’s shop as from today.
Brethren, as Pro Grand Master, it is very encouraging, yet humbling, to witness just how much effort you are all putting in to promoting our masonic values and making this Tercentenary year such a tremendous success. I congratulate you all. Your charitable giving never ceases to amaze me and, at the recent Sussex Festival for the Grand Charity, a magnificent total of £3,617,437 was raised. This has been followed by the West Yorkshire Festival for the RMBI, which raised £3,300,300. These are fantastic results and, brethren, I now have firm figures which show that last year we not only supported our own brethren with over £15 million in grants, but helped non-masonic charities with grants in excess of £17 million.
Brethren, this year the nation has been rocked by a number of serious terrorist attacks at Westminster Bridge, the Manchester Arena and at London Bridge. You should be aware that we have received numerous letters of support and concern from other Sovereign Grand Lodges around the world, some enclosing generous cheques to the East Lancashire Fund which have supplemented the extreme generosity shown by many towards this fund and I have been assured by the PGM that the money will be spent wisely where need is identified. Thank you so much.
Brethren, whilst congratulating you on all your efforts, I must pay tribute to my fellow Rulers who have been globe-trotting on our behalf. The Deputy Grand Master has paid a second visit to India this year, this time to attend the District of Northern India’s Tercentenary celebrations having previously been to Bombay and then followed this by attending a Regional Conference in Jamaica. The Assistant Grand Master, as President of the Universities’ Scheme, invaded South Africa with a very strong team. He followed this, immediately after our Grand Investiture, with a gala lunch and banner dedication in Malta. As a past Ruler, David Williamson kindly represented us in Gibraltar and just to show that I have not been sitting idly by, I have just returned from a most enjoyable visit to our District in The Eastern Archipelago having previously visited Bermuda for the bicentenary of their Lodge of Loyalty.
Carrying out these visits is a great privilege and our brethren in the District really value our presence and have great pride in being members of the oldest Grand Lodge. Their hospitality is most generous as they try to kill us with their kindness. Sleep is rarely on the agenda.
Brethren, many of you here today, in fact I would say the majority of you, are wearing the Tercentenary jewel and I have been impressed by the take-up of them, particularly in the Districts. Now that we have overcome the supply problem I hope you will encourage members of your lodges to acquire one if they have not already done so.
That brings me neatly on to the subject of the very fine Tercentenary Master’s collar ornament. Many Masters’ collars display the 250th or 275th jewel and as from 24th June, surely the 300th would be more appropriate and if lodges are not displaying any jewel then surely now is the time to show pride in having reached this landmark. It is a very fine silver gilt ornament and whilst I have one here, the best way for you to see it is to acquire one for your lodge.
Finally, brethren, at this meeting, I normally tell you to enjoy the summer break and come back refreshed which, of course, I hope you will. But, the number of events between now and September is staggering. May I suggest that you enjoy them and use them to reinvigorate our lodges. I feel immensely proud to be leading such a vibrant organisation at this time.

An address by the ME Pro First Grand Principal Peter Lowndes
Companions, may I start by congratulating all those whom I have invested today and remind you that, whilst it recognises all that you have done so far, there is an expectation placed upon you for further endeavours to promote our Holy Royal Arch, thus ensuring its continued success in the future.
You can be forgiven for thinking that this year is all about the Craft – it is its Tercentenary year – but I am sure you all recognise that, the more successful the Craft is in attracting new members, so the greater is our opportunity for capitalising on this success for the benefit of the Royal Arch. It is not all that long ago that we seemed satisfied with 30% of Craft masons joining the Royal Arch. This never seemed anywhere near sufficient and we should be aiming for nearer 50%. We are undoubtedly making progress in that respect. It is a unique opportunity so let us all enjoy the year and use it to promote our Order.
For us in the Royal Arch it is the 50th anniversary of our First Grand Principal, HRH The Duke of Kent being installed as such and he has asked me to let you know that, in recognition of this milestone, he wishes to award a number of extra Grand Ranks. The details of how these will be awarded will be made known in due course but we very much hope that His Royal Highness will be able to carry out that Investiture in November this year.
Companions, we all know that our Grand Director of Ceremonies and his team are very accomplished at organising these events but on your behalf I must congratulate them on another splendid performance. Similarly, our Grand Scribe Ezra and his staff have once again put a tremendous effort into ensuring that you all enjoy the proceedings and so well done to them.
Finally, my sincere thanks to you all for coming along to support your friends who I have invested today.
Craft Annual Investiture

An address by the MW The Grand Master HRH The Duke of Kent, KG
Brethren, I congratulate all those I have had the pleasure of investing this afternoon with their various ranks. You have all made the distinctive contribution to Freemasonry as is recognised in your promotion or appointment today but I do ask you also to remember that, while the honour rewards past achievements, that does not absolve you of a continuing commitment to ensuring our long term future.
This year brethren, as you may have noticed, sees a major anniversary in the form of our Tercentenary. This presents us with a unique opportunity to promote Freemasonry. A number of events have already taken place and the last two weeks have seen the first two episodes of the Sky TV documentary ‘Inside the Freemasons’, the opening of our Memorial Garden at the National Arboretum and, yesterday, the unveiling outside this hall of the magnificent memorial to those 64 gallant Freemasons who were awarded the Victoria Cross in World War One.
Brethren, the effort put in by so many of you to ensure the success of these different events is quite outstanding. I have therefore decided that it would be appropriate to recognise both your hard work and this Tercentenary year with the award of extra Grand Ranks. How these are to be distributed will be decided in due course but I just wanted to let you know that I greatly appreciate your commitment and dedication.
The smooth running of a ceremonial occasion like this one could not happen without a great deal of planning and I do congratulate the Grand Director of Ceremonies and his team for their excellent work. My thanks also go to the Grand Secretary and his staff who have devoted a great deal of time and effort to making this a happy and successful event.
Finally, I once again congratulate all those I have invested and appointed today.

An address by the MW the Pro Grand Master Peter Lowndes
Brethren, it seems that we have been anticipating 2017 for longer than I care to remember and now we have arrived and I hope we have all been looking forward to our celebrations with great excitement and expectation. It is vital that these celebrations do not disappoint and, from what I have seen and heard so far and from what I know will be happening in the future, they most certainly will not disappoint.
From my point of view there was an early kick off in our District of East Africa who held a terrific celebration in Dar es Salaam last August. The District described the event as a Masonic Conference. That may well be the case, but to me it seemed like a 3-day party, superbly organised and attended by many of our Districts in Africa and elsewhere. I was also able to see the extraordinary charitable work that our brethren have carried out in that District which I am sure is mirrored elsewhere. Since then the Deputy Grand Master has been to Bombay. He can’t, of course, compare this event to Dar es Salaam, but he reports extremely favourably about it.
Between myself and the Deputy and Assistant Grand Masters we will be visiting most of our Districts or gatherings of our Districts during the year and I am quite certain that they will all make us proud that they are part of UGLE and that they will use every opportunity to advance the cause of Freemasonry in their parts of the world.
It is, of course, equally important that our Provinces take up the challenge in the same way and I am in absolutely no doubt that this will be the case. There are far too many events being organised around the country for me to start trying to highlight them. I hope it is true to say that all Provinces, who have asked for the Rulers to visit, are being visited either by the current Rulers or Past Rulers, no doubt I shall be told later if this is not the case, but we have tried very hard to ensure that we do get everywhere and I am most grateful to MW Bro Lord Northampton, PPGM and RW Bros David Williamson and George Francis PAstGMs for giving so readily of their time to help us out. We will be attending services in many of our great cathedrals and this started when the Grand Master visited Canterbury last month.
Our Provinces have been most original in their planning of events and I am sure they will all be a great success – they certainly deserve to be so with the amount of time and effort that numerous brethren have put in to the organisation. At the same time individual lodges and groups of lodges are really entering in to the spirit of the occasion.
It is not just at home that this milestone is being recognised and many of our sister Grand Lodges are celebrating with us. Indeed I was invited to the Grand Lodge of Denmark in January and they made our tercentenary very much the central theme. During their meeting they announced that our Grand Master was to become an Honorary Member of the Order of Danish Freemasons, Grand Lodge of Denmark and I had the privilege of receiving this honour on behalf of the Grand Master.
How are we going to know whether the year has been a success. It will be very easy to sit back and bask in reflected glory. This must not happen. The year is a tremendous opportunity to put all the great things that Freemasonry stands for in front of the public. We must not and will not waste this chance. The five programmes to be shown on Sky1 at 8.00pm on five consecutive Mondays commencing on April 17th, will, I believe, go a long way to displaying to the public at large what we stand for and the tremendous amount of work we put into the community both by way of financial charitable giving and by physical help to those who need it. I fear not everyone will be able to receive Sky1, but do tell all your friends about it – who knows they might ask you to come and watch it with them. Some will, no doubt, consider that we have taken a huge risk by opening ourselves up in this way, but I am in no doubt that, having been given the chance, we would have thrown away the biggest opportunity we have, perhaps, ever had for getting our story across, had we not proceeded.
In addition a further DVD has been prepared by the makers of the Documentaries for distribution – I should probably say sale – to our members and to the general public. I strongly recommend that you try to gain access to all the above.
In a perfect world at the end of the year we will see our numbers soaring and the press, printing story after story about how wonderful Freemasonry is. I am not naive enough to believe that this will be the case immediately, but I shall be very disappointed if we don’t see an increase in our membership, perhaps, just small to start with, but improving gradually as time goes on. In addition it will be fascinating to see what the press, as a whole, make of our opening our doors to such an extent.
These are exciting times brethren, let us all make the most of them.

An address by VW Bro John Hamill, PGSwdB, Deputy Grand Chancellor and Diane Clements, Director of the Library and Museum of Freemasonry
Diane Clements: Ninety-nine years ago today, Charles Graham Robertson, a railway clerk from Dorking in Surrey, was fighting with the Royal Fusiliers on the Western Front. He realised that his position was being cut off so he sent two men to get reinforcements while he stayed at his post with one other man and a Lewis gun. He managed to kill 'large numbers of the enemy' but no reinforcements arrived and realising that he was now completely cut off he and his fellow soldier withdrew about ten yards. He stayed there for some considerable further time firing his Lewis gun but was again forced to withdraw. In this new position he climbed on top of a parapet with his comrade, mounted his gun in a shell hole and continued firing at the enemy who were pouring across the top of, and down, an adjacent trench. His comrade was killed and Robertson severely wounded but he managed to crawl back to the British line, bringing his gun with him. He could no longer fire it as he had exhausted all the ammunition. For his initiative and resource and magnificent fighting spirit which prevented the enemy making a more rapid advance, Robertson was awarded the Victoria Cross in April 1918. A few months later, after the end of the First World War, in February 1919, he was initiated in Deanery Lodge No. 3071 in London. He is one of over one hundred and seventy holders of the Victoria Cross who have been identified as freemasons, representing more than 13% of the total recipients.
John Hamill: The Victoria Cross was a product of the Crimea War. In many ways this was one of the first ‘modern wars’, reported from the battle field by newspaper journalists. The media, then as now, liked stories of heroes and villains, and it soon became apparent that there were many heroes but no award available to acknowledge the heroic actions of the ordinary British serviceman. Other European countries already had awards for their armed forces that did not discriminate according to class or rank. In 1856 with increasing public support, Queen Victoria ordered the War Office to strike a new medal which was made open to all ranks. The Victoria Cross is awarded for valour 'in the face of the enemy' to members of the British armed forces and to members of the armed forces of some Commonwealth countries and previous British Empire territories.
Many have been inspired by the stories of those such as Charles Graham Robertson but holders of the Victoria Cross were often modest men who didn’t make a fuss and many masonic researchers have worked hard to track down their masonic links, including the 2006 Prestonian lecturer, Granville Angell. Diane and I would like to acknowledge the efforts of all those researchers today.
The Victoria Cross was awarded 628 times for action in the First World War. Over 100 recipients have so far been identified as Freemasons of whom sixty-three were members of English Constitution lodges.
As many of you will know this building, now known as Freemasons’ Hall, was formally opened in 1933 as the Masonic Peace Memorial and it was, and is, a memorial to all those Freemasons who died in the First World War. Acknowledging this and as part of the Tercentenary celebrations, the United Grand Lodge is going to have a memorial pavement laid outside the Tower doors with details of all the English Freemasons awarded the Victoria Cross during the First World War. The date we have chosen for the ceremony is 25th April.
DC: On 25th April 1915 a battalion of over 1,000 men from the Lancashire Fusiliers landed on a beach at Gallipoli. During the landing, the men were met by very heavy and effective fire from the Ottoman Empire troops defending the beach and lost over half their number. The survivors, however, rushed up and cut the wire entanglements and managed to gain the cliffs above the beach. Amongst them were Major Cuthbert Bromley, Lance Corporal John Grimshaw, Private William Kenealy, Sergeant Alfred Richards, Sergeant Frank Stubbs and Captain Richard Willis. The courage of these six men was recognised by the award of the Victoria Cross to each of them and the event was hailed in the Press as '6 VCs before breakfast'. Three of these men were Freemasons.
Richard Willis had joined St John and St Paul Lodge No. 349 in Malta in 1901. He retired from the army in 1920 and took on an education role within the RAF before working as a teacher. Cuthbert Bromley, who had been a member of Invicta Lodge No. 2440 since 1909, was wounded during the landing and sustained further wounds over the next two months. He was evacuated to Egypt to recover and in August 1915, whilst returning to the Gallipoli peninsula aboard a troopship, he was killed when the ship was torpedoed. After the war John Grimshaw became a recruiting officer for the army. He joined Llangattock Lodge No. 2547 in 1928. Frank Stubbs died during the landing. William Kenealy was seriously wounded in a later battle on the Gallipoli peninsula and died in June 1915. As a result of a wound sustained in the action Alfred Richards had to have his leg amputated and was discharged from the army as unfit for further service. Despite this he served in the Home Guard during the Second World War.
JMH: Also as part of this year’s Tercentenary celebrations a Masonic Memorial Garden at the National Memorial Arboretum in Staffordshire will be unveiled next month on 18th April. Since planting began in 1997, the National Memorial Arboretum has become a special place honouring those who have served, and continue to serve, our nation in many different ways. It’s not a cemetery but covers 150 acres of trees and planting, a peaceful place of remembrance. There are more than 300 dedicated memorials on the site acknowledging the personal sacrifices made by the Armed Forces, the Police, and the Fire and Rescue and Ambulance services. The idea of a Masonic Memorial Garden was the millennium project of a group of Provinces led by Staffordshire. Realising the project was not without its difficulties but, assisted by additional finance from Grand Lodge, has now been fully realised. The garden is entered between two pillars, topped with globes, leading to a squared pavement on which are two large ashlars. The Province of Staffordshire held a service in the garden on Armistice Day last year.
DC: I am sure that many of those here today are familiar with the name of Toye, Kenning and Spencer, one of the country’s oldest companies still in operation and, of course, the manufacturer of masonic regalia and the Tercentenary Jewel. The company also has a long tradition of making military decorations although not the Victoria Cross. It may not be so widely known that the grandfather of W Bro Bryan Toye, Alfred Toye, was awarded the Victoria Cross, at the age of twenty for his actions on the Western Front in March 1918 when he established a post that had been captured by the enemy, fought his way through the enemy with one other officer and six men, led a counterattack and was able to re-establish the line. Continuing his military career after the war, Brigadier Toye, as he became, joined Freemasonry in Grecia Lodge No. 1105 in Egypt in 1930.
Following the Armistice on 11th November 1918 which ended most of the actual fighting, a series of peace treaties were negotiated between the two sides. The Treaty of Versailles with Germany was signed on 28th June 1919 and it was registered by the Secretariat of the newly formed League of Nations in October that year. The First World War had led to the fall of several empires in central and eastern Europe, the first of which was the Russian Empire overthrown in an internal revolution by Lenin and the Bolsheviks in 1917 and which led to civil war. Britain and her allies got caught up in this and were forced to send a Relief Force to North Russia in June 1919. Three men were awarded the Victoria Cross during this action. One of them was Royal Navy Commander Claude Dobson who led a motor boat flotilla to the entrance of Kronstadt harbour. In his 55 foot boat he passed through heavy machine gun fire to torpedo a Russian battleship. In 1925 Dobson joined Navy Lodge No. 2612. As the action in which he was involved falls within the period of the First World War and its treaties, he will be included on the memorial.
JMH: Armistice Day in November 1920 was a day of mellow sunshine. It was the second time that the Armistice had been marked but was to be especially significant as it was on that day that the King, George V, unveiled the cenotaph in Whitehall and also the day that the Unknown Warrior was interred in Westminster Abbey. The coffin carrying the Unknown Warrior was carried into the Abbey between two lines of men, who had been awarded the Victoria Cross during the war or otherwise distinguished themselves by special valour. They were known as the 'Bodyguard of Heroes'. Sixteen of this honour guard have been identified as Freemasons.
One of them was Captain Robert Gee who had been a member of Roll Call Lodge No. 2523 in London since 1907. He was awarded the Victoria Cross for his actions on 30 November 1917 in France when an attack by the enemy captured his brigade headquarters and ammunition dump. Gee, finding himself a prisoner, managed to escape and organised a party of the brigade staff with which he attacked the enemy, closely followed by two companies of infantry. He cleared the locality and established a defensive flank, then finding an enemy machine-gun still in action, with a revolver in each hand he went forward and captured the gun, killing eight of the crew. He was wounded, but would not have his wound dressed until the defence was organised.
One of the names to be marked on a paving stone outside is Eric Archibald McNair, who was initiated in Apollo University Lodge No. 357 in 1913. He was awarded the Victoria Cross at the age of just 21 in 1916. On 14 February 1916 on the Western Front in Belgium, Lieutenant McNair and a number of men were flung into the air when the enemy exploded a mine, several of them were buried. Although much shaken, the Lieutenant at once organised a party with a machine gun to man the near edge of the crater and opened rapid fire on the enemy who were advancing. They were driven back. Lieutenant McNair then ran back for reinforcements, but as the communication trench was blocked he went across open ground under heavy fire. His action undoubtedly saved a critical situation. Sadly Lieutenant McNair did not survive the war but died in August 1918. His name is amongst those included on the Roll of Honour that is been displayed at the Shrine in the vestibule outside the Grand Temple.
It seems fitting that, in this Tercentenary year, the building is adding a further memorial to those that fought in the First World War. It would also be fitting, I believe, to stand for a moment in remembrance of those sixty-three men of valour whose names will be a part of this building for so long as it shall stand.

An address by VW Bro His Honour Judge Richard Hone, President, and David Innes, Chief Executive
Richard Hone: Pro Grand Master, Deputy Grand Master and brethren, I am delighted to address Grand Lodge for the first time, as President of the Masonic Charitable Foundation, and I am very proud to be the first person to hold this position.
The launch of the Foundation marks a new era in the long and proud history of masonic charity that has been built on the increasing collaboration between the four charities over recent years.
Our new charity, which has been formed following the consolidation of the four central masonic charities, opened for business in April this year. The work necessary to establish the Foundation is now largely complete and it has been a significant undertaking to bring together four charities that have operated separately for many years, in some cases since the 18th century.
In recent times, the predecessor charities have supported 5,000 Freemasons and their family members each year, at an annual cost of around £15 million, and we anticipate operating on this scale, or hopefully higher, for the near future.
But behind these statistics, there are thousands of stories about Masonic families across England and Wales, whose lives have been blighted by unexpected distress. Each story is unique – some are affected by financial hardship, others by ill health, disability, or just plain old age! Some stories are brief, whilst others extend for many years.
But every story has three things in common. The first is that everyone involved is a Freemason, or his wife, widow, partner, child or even his grandchild. The second is that all of them have experienced some kind of challenge that has made their lives difficult. And the third is that we at the centre have supported them. It is this third commonality that, I believe, has been the main driver for establishing the Foundation and the area where the greatest benefit will be felt. With a single charity, it is now much easier to understand and access the support we provide.
An additional advantage, and one that is particularly beneficial to the reputation of Freemasonry as a whole, is that bringing the charities together has created a sizeable organisation within the UK charity sector. This will help us to raise our public profile and allow us to have a significant voice of influence within the sector.
Through the work of the previous charities, Freemasons provided support amounting to over £100 million in recent years to charities and medical research projects across England and Wales.
The Foundation is continuing this legacy and since our launch in April, 350 grants totalling over £3 million have been awarded to non-masonic causes, and more are planned before the end of the financial year.
Next year, in addition to our main grant-making programme, we will help celebrate the Tercentenary by awarding 300 additional grants totalling £3 million to local charities operating across England and Wales. Over the past two months Metropolitan and Provincial Grand Lodges have been nominating charities for these Community Awards. In January, we will be asking the selected charities to submit formal bids outlining the purpose and size of the grant they would like. Once the submissions have been reviewed and confirmed, we will be inviting everyone – both the masonic community and the general public – to vote for those charities that have been put forward.
Freemasonry will therefore be helping more charities than ever before during this important year and by involving the public in the voting process, many people will learn about the charitable nature of our fraternity.
Bringing the charities together has also allowed us to improve the way we communicate with those who make our work possible: Almoners, Charity Stewards and many others.
Last month, we hosted our first Provincial Grand Almoners’ Conference in Manchester under the MCF banner. One of the key themes was to provide guidance and training to those who are most closely involved in the application process. Similarly, we held a Festival Forum here at Freemasons’ Hall – a one-day conference, which brings together those running appeals so that they can share ideas, learn from one another and, as a result, raise more funds for our cause.
Whilst part of our yearly income comes from the Annual Contribution, the MCF, like its predecessor charities, will continue to rely on the festival system for the majority of its income. For the next few years, festivals are still in place for the separate charities and this year the Provinces of Norfolk, Cumberland and Westmorland, Cheshire, and Hampshire and Isle of Wight have all successfully concluded appeals, with the latter setting a new record of £7.7m raised. A remarkable achievement!
This year, the first appeals for the MCF have been launched in Essex – who I’m told have Hampshire’s total in their sights, Oxfordshire and Buckinghamshire, with West Lancashire and Worcestershire to follow very soon in the New Year.
We are extremely grateful to all our donors and fundraisers and I hope that, at the end of this short presentation, you will agree with me that these donations are being well spent and carefully managed.
Whilst it is my privilege to be able to represent the MCF as its President here today, I cannot claim credit for the work that has taken place to get the new charity off the ground. Led by my Deputy President and Chairman, the Trustees and, of course, the staff of the MCF have taken on much of that responsibility.
They have all worked very hard over the last year or more and have achieved an enormous amount, as you will hear from David Innes shortly.
Looking ahead, I believe that we have – to all intents and purposes – realised our vision of creating a single charity that can support the next generation of Freemasons.
To tell you more about Foundation’s work so far this year and our plans for the future, I’m delighted to hand over to its first Chief Executive, David Innes.
David Innes: Pro Grand Master, brethren all – good morning. It is a huge privilege for me, as the MCF’s first Chief Executive, to helping to shape the next chapter in the proud history of masonic charitable support and I’m really enjoying the challenge.
At the time of my previous address to Grand Lodge in March, Leicester City sat at the top of the Premier League, David Cameron had no intention of leaving No. 10 this year and Donald Trump seemed far from securing the Republican nomination, let alone winning the Presidential race! Clearly a lot can happen in 9 months and that has certainly been the case within the MCF.
Back in March, you may recall that I spoke about a three-phase consolidation process to create the Foundation during this year.
The first stage was ensuring that the required legal and governance foundations were in place to underpin a new, integrated organisation with the appropriate structure and systems for the future. I’m pleased to report that this phase, which also involved the transfer of all CMC staff to the MCF and RMBI staff to the new RMBI Care Co, was completed successfully on 1 April.
The second phase, which took place during the summer months, was the actual reorganisation itself and the physical relocation of staff into their new teams, albeit in temporary locations. Again, this has been completed successfully and all staff are now in their new posts with new contracts.
The final phase is still ongoing and involves a period of bedding in, during which the policies and procedures of the MCF are being finalised and the necessary systems needed to run the charity are becoming fully operational, such as our new grant-management software. We have also undertaken a major job evaluation exercise to ensure that every employee, irrespective of their former charity, is paid on a fair and equal basis, and that salaries are set in line with the sector.
I am delighted with the way all our staff have approached this potentially unsettling process. They quickly grasped the concept of what we were trying to achieve, and have willingly embraced new ways of working. Several members of the team have worked for the charities for over 20 years and many more in excess of 10 years, and I’m pleased that we have been able to retain so much experience and expertise as the new organisation takes shape. The bottom line is that they have been fantastic!
From my own perspective, I handed over responsibility for RMBI Care Co to the new Managing Director, Mark Lloyd, in October. Since then, I have been able to focus fully on the MCF. I have formed a Senior Leadership Team comprising directors and heads of department which meets monthly to assist me in running the charity. The majority of the day-to-day management for grant-making and fundraising lies in the very capable hands of Les Hutchinson, our Chief Operating Officer.
We have recently appointed our first Finance Director, Charles Angus, who brings a great deal of experience and is settling in very well. Charles has taken over from our Interim FD Chris Head and, Pro Grand Master, I would like to take this opportunity to thank Chris for all that he has done to help get the MCF up-and-running during the past 10 months.
The finance function was undoubtedly the most complex to integrate and, together with the Finance Committee, chaired by Mike Heenan, the team has put in a huge amount of work to create a unified accounting system that is both fit for purpose and statutorily compliant.
The only major element of phase three outstanding is the reconfiguration of our office accommodation, most of which is two storeys directly below us. During this two month project, which began on Monday, we have set up temporary office accommodation in the Gallery Suite on the Ground Floor of Freemasons’ Hall, but plan to move back downstairs in early February.
The refit will further remove barriers – both physical and psychological – and enable the staff to work together far more efficiently within a shared culture and working environment. It has also served as an excellent spring-cleaning exercise!
At the current time, the Trustees and staff are working hard to ensure that everyone is aware of the changes that have taken place, and to firmly entrench the single charity concept and our new brand into the consciousness of the Craft.
Many visits have been made to Provinces by our Trustees and senior management to spread the word, and we are extremely grateful to all those PGMs who have given us the opportunity to speak in their Provinces.
All of us involved in the consolidation process have stressed that there should be no adverse effect on the charitable services we provide to those in need. As far as we are aware, that has been the case. Indeed, following our launch, enquires for support have increased with over 1,200 received within the last three months alone.
Looking to the future, the Foundation will continue to provide its wide range of grants for Freemasons and their families experiencing a financial, health or family need as we have always done. But having a single charity with broad objects provides us with opportunities that go far beyond just financial grants. We now have the chance to adapt our charity to be more responsive and to offer new services to meet the needs of the masonic community, now and in the future.
Whilst the Craft will spend much of next year celebrating the remarkable milestone of the Tercentenary, our thoughts are already turning to the longer-term – as we look to build a new charity for a new generation.
Now that the Trustee Board and the Committees that serve it are up and running and working well, over the next few months they will be looking to formulate a forward-looking strategy for the Foundation that will dictate the direction of travel during the next five years.
We are keeping a very open mind about what we could do better to support those in need and are willing to explore all manner of proposals, however radical they may appear.
I would like to reassure you that the views of the Craft will be sought and represented in our discussions. Our first members’ meeting and AGM takes place later today, at which two nominated members from each Province and London will be provided with an update about our work, and the opportunity to comment and question our activities. We are looking forward to welcoming the Deputy Grand Master.
We plan to share an overview of our strategy with the Craft towards the middle of next year and this should provide you with a sense of what the Foundation will look like in the future.
For now though, and with only the final few weeks of the year remaining, I am delighted with where we are and am confident that your charity is well placed for the future.

An address by the MW the Pro Grand Master Peter Lowndes
Brethren, our December meeting is always one of the best attended and I am really encouraged to see so many of you here today. In particular well done to Lincolnshire with over 100 members travelling here; 40 from Wiltshire; 20 all the way from Yorkshire, West Riding and, I believe, that there are 16 newly installed Masters from Oxfordshire. Since we changed the rules to allow Master Masons to attend Grand Lodge we have had an excellent display of light blue aprons and they are very much in evidence again today. Bearing in mind work commitments and the eccentricities of our transport system it is a tremendous effort.
I have recently received a copy of the Report of the New and Young Masons Clubs’ Conference and was delighted to learn just how well the clubs are progressing with over 30 established across London and the Provinces. This is a fantastic achievement and I would encourage those new masons in Provinces without such a club to consider setting one up. You would have our full support and I am sure you would be greatly encouraged by your Provincial hierarchy. Indeed, I have asked RW Bro Gareth Jones, Provincial Grand Master for South Wales and Third Grand Principal to act as the focal point here for the movement. It really is a splendid initiative and I congratulate all those involved.
We have heard a lot about charity during the course of today and I have frequently said how proud we should be of all our charities, and not just the big four. They all do tremendous work. You have already heard that during the course of this year the astonishing sum of £14.5m was raised through the hard work of our brethren. The Hampshire and Isle of Wight Festival total of nearly £7.75m is the highest total ever. I can’t believe, brethren, that it was all down to me having moved into Hampshire last year. I suspect that is purely coincidental. Across the board the money raised per capita by all four Provinces in Festival during 2016 was extraordinary and of a similar level. Brethren, your generosity is not taken for granted and is greatly appreciated.
You have also heard from the Masonic Charitable Foundation (MCF) about their scheme to give to your local charities £3m next year in recognition of both their own formation and, of course, our Tercentenary. This not only shows your generosity but is also aimed at promoting our involvement in the community.
Brethren, I know that some of you have become frustrated at not being able to get hold of a Tercentenary Jewel. Please be assured that there are now plenty available in the Letchworth’s shop. Unfortunately, initial demand far outstripped supply. In spite of your frustration, may I ask you to beware of cheap imitations. Sadly they do exist and are being offered at a very reduced price, but they are unauthorised and unlawful copies. We are working closely with the Provinces to get them all removed.
The Deputy Grand Master mentioned that the Sky documentary titled Inside Freemasonry would be shown in January. However this has been put back to the Spring. I have seen three of these so far – there are five in all – and have been most encouraged at the sensitive way that we have been portrayed by Emporium, the makers of the film. I would like to thank those Provinces, lodges and, perhaps most of all, those individuals who have so willingly participated.
This gives us a great opportunity in the early part of the year to capitalise on the publicity being generated and we anticipate that other high profile events throughout the year will keep us in the public eye and produce some really positive results. These are exciting times and let us celebrate in style by showing our pride in and talking about our membership. I am absolutely certain that we will all enjoy a splendid year in 2017.
In the meantime, I thank you all for what you have done for Freemasonry in preparing for next year. Keep the enthusiasm going and have a very happy Christmas.
Regular Convocation of Supreme Grand Chapter

An address by the ME Pro First Grand Principal Peter Lowndes
Companions, I am very pleased to see so many of you here both from our Districts overseas and from our Provinces, including sixty companions from Cambridgeshire. Since our last meeting in April the Most Excellent First Grand Principal has been pleased to appoint Comp Willie Shackell as Grand Scribe Ezra and we wish him well. He was, of course, formally invested as Grand Secretary at the June Quarterly Communication.
This meeting, companions, always falls near to 11th November, Armistice Day, and as you are well aware this marvellous building is a peace memorial to all those who gave their lives for us during the First World War. It is worth, therefore, drawing your attention to two events taking place next year.
The first is on 18th April 2017 at the National Memorial Arboretum in Staffordshire, when the newly constructed Masonic Memorial Garden in memory of all those masons who gave their lives during conflict in the service of our country will be opened. You are all invited.
The second is the unveiling of the Victoria Cross Memorial by the Grand Master on 25th April 2017. It will be placed on the pavement in front of the Tower Entrance of this building and will take the form of a number of paving stones with the names of the 63 Victoria Cross holders who were awarded the Victoria Cross in World War I and who were members of UGLE. Of these, 17 were also companions in the Royal Arch.
Companions, this seems to be an appropriate time to say a few words about Comp Denis Beckett who was one of the companions we stood in memory of earlier in the meeting. Comp Beckett was a very remarkable man and I had the good fortune to know him well. Indeed he was President of the Committee of General Purposes when I joined it in 1987. He was a Craft mason for 71 years and a Royal Arch mason for 59 years. He was initiated immediately after World War 2 in which he served with such distinction. He was awarded the DSO for his extraordinary courage during the battle of Monte Cassino. There were those who felt a VC would have been more appropriate.
Companions, we were privileged to have him as a member and particularly so that he presided over the Committee of General Purposes for 7 years.
Companions, whilst it is clearly important to remember the past, we must also look to the future. I am therefore very pleased that the successor to the Membership Focus Group, the Improvement Delivery Group, is composed of both Provincial Grand Masters and Grand Superintendents, with our Third Grand Principal, Gareth Jones, as its Deputy Chairman. It will be designing and delivering the future direction of both the Craft and Royal Arch.
Companions, you may have seen that, after my address at Quarterly Communications in June, I have been accused in the national media of suggesting that masons are all grumpy and boring – a misrepresentation, companions. At least I consider it to be a misrepresentation, but, if any of you think otherwise, I apologise. I said that if an amusing incident occurs at one of our meetings, it should not be frowned upon as had sometimes been the case in the past. It is not a capital offence to smile during meetings. Whilst I was not suggesting we should turn our meetings into a pantomime, there is no harm in us being seen to enjoy ourselves.
I believe this to be particularly so in the Royal Arch, as our Exaltation Ceremony is one of the finest and, in my experience, candidates derive great enjoyment from it. I think this is particularly so when the new format of the ritual is used which involves more of the companions and has the benefit of changing the voice that the candidate hears which I always feel refreshes his interest.
Finally, since Supreme Grand Chapter arranged the refurbishment of our magnificent organ, we have been treated to a number of superb concerts in this temple and I congratulate the Organ Committee on its achievements to date. I am very keen to draw your attention to the next concert at 5.00 pm, on 14th December, after the Quarterly Communication, to be given by the international concert artist, Jane Parker-Smith. The concerts are free, companions, and, so far, they have been wonderfully entertaining, and I am quite certain that this will be no exception.
Companions, I have no doubt that after our closing, you will enjoy listening to a team from the Royal College of Surgeons led by Professor Neil Mortensen, RCS Research Board Chairman at Oxford University, who will enlighten us on what has been achieved through your most generous support.
